Much has been said over the years about the prevalence of bad governance in Ethiopia and its solutions. But the critical role that the lack of respect for the rule of law contributes to this sad state of affairs has not been acknowledged to date. Public officials and servants who mistreat citizens who demand their rights, who have no clue that ultimate power resides in the people and who are mired in corruption do not and cannot be expected to care an iota about the rule of law.
